Profile
Andrew J Hunt graduated from the University of Manchester in 2011 and has since worked in three local planning authorities in the North West. He has determined over 400 applications and has written planning policy including local plan polices and Supplementary Planning Documents. In 2018 he founded Andrew J Hunt Planning offering professional planning services tailored to clients needs at a competitive prices. He currently lives in Widnes and has interests in travel, sports and hiking.

I set up my private planning consultancy business specialising in Householder development, New Housing development and permitted development rights. This has included providing written planning and planning appeal statements and written planning advice.

I determined a large number of planning applications (over 300). This has included a diverse case load from householder applications, to changes of use, to applications for new dwellings. This has included prominent applications featured in the Southport Champion newspaper, applications that have gone to planning committee and applications that have gone to planning appeal.
I also provided policy advice to development management on numerous applications including sites of hundreds of dwellings and Green Belt sites. Many of these applications involved providing advice on complex applications.
I produced 3 supplementary planning documents, managing the process from start to finish including the public consultation arrangements. The SPD’s were on House Extensions, New Housing and Crosby Centre. I also contributed to the adoption of the Sefton Local Plan. Specifically I wrote from scratch and in rapid time a policy on Aintree Racecourse to address an objection from a landowner. I then defended this policy at the examination hearing session.

Plannng Policy Officer- Fylde Council
March 2014 - March 2015
I provided policy comments on 10 major planning applications and liaised with the head of Development Management to improve the councils pre application service. I represented Fylde Council in a Nationally Significant Infrastructure Project (NSIP). This was the North West Coast Connections project to connect the largest nuclear power station in Europe (Moorside) to the national grid. This involved attending meeting with other stakeholders and producing an official response to a public consultation. I undertook survey work to decide the extent of a proposed holiday area, the St Anne’s Sea Front area, Kirkam and Lytham town centre boundaries.
I also produced an Area of Separation background paper that made recommendations on suggested Area of Separation put forward during the Local Plan Preferred Options consultation. The paper provides a set of criteria to assess the proposed areas and defends the policy approach taken. This was a key piece of evidence for the Fylde Local Plan. I produced draft versions of a Statement of Community Involvement and Local Development Scheme; these went on to be adopted with only minor changes. I provided advice and assistance in relation to Neighbourhood Planning, including organising the consultation on the Neighbourhood Area designation for Singleton and writing a consultation summary.

Project A
Case Study: Planning Appeal - (APP/W4325/W/19/3225344) - 18 Oak Avenue, Upton, Wirral - Outline application for the erection of 5 detached dwellings
I was involved in a successful planning appeal at a site at 18 Oak Avenue, Upton. The site was a backland site within the urban area. The key issue of the appeal was the councils view that the access road would be too close to the existing frontage property and would be harmful to their amenity. I was able to persuade the inspector that this issue could be addressed by a condition. I was also able to persuade the inspector that one of the policies cited by the council did not apply to the proposal and that the council's Supplementary Planning Guidance should be given little weight. I was also able to persuade the Inspector to allow a partial award of costs against the council on the grounds of the inadequate and unclear reason for refusal and the council incorrectly applying their own planning policies.

Case Study: Planning Appeal - APP/W4325/W/20/3253026 - Park Road, Eastham, Wirral - Erection of six detached dwelling houses
I dealt with an appeal for 6 detached dwelling in the Wirral leading to a successful outcome. I was able to persuade the inspector that there would not be harm to the amenity of nearby residents and that the council's refusal was not justified based on their local plan. I was able to successfully persuade the inspector that the interface distances specified in the councils reason for refusal did not apply to the proposal. The secondary reasons for refusal on ecological grounds was also overcome through the submission of an ecological assessment.

Project C
Case Study- Planning Appeal- (APP/Z4310/D/19/3230831) - 4 Druids Park, Liverpool - Front Extension and Side Extension
I was involved in a successful appeal for a House Extension in Liverpool. The case involved the issue of the impact on a neighbours property. I was able to persuade the inspector that the development would not adversely affect the living conditions of the neighbour.

As a result, I was able to persuade the inspector to allow the appeal.
